A Gloucester County contractor left a trail of collapsed ceilings, exposed electrical wires and unfinished renovations across the Philadelphia region, according to a lawsuit filed this week by Pennsylvania prosecutors.
The complaint, brought by Attorney General Dave Sunday, names JC Home & Construction Management, LLC and its owner, Julian Caldwell. It alleges consumer law violations stretching back to 2018, describing a pattern where Caldwell “abandoned” projects mid-stream or executed “shoddy” repairs that created new hazards for homeowners.
Leaks, Collapses And Exposed Wires
In Philadelphia, a customer hired the company to gut a bathroom. The work caused a leak that brought down the ceiling in an adjacent room, the lawsuit states.
In Montgomery County, the allegations are more structural. Court documents say JC Home & Construction Management “damaged the ceiling by removing a weight bearing wall, installed uneven flooring, completed electrical work utilizing the incorrect voltage and left loose wires exposed and ordered the incorrect windows for the project.” The homeowner had to hire another contractor to fix the damage.
A New Jersey resident told prosecutors they paid a separate crew to haul away debris that JC workers had thrown out of the home’s windows, debris that risked municipal fines.
No Refunds, No Registration, No Insurance
Across multiple cases, dissatisfied customers asked Caldwell for refunds and received nothing, the litigation claims.
The company operated for years without proper business registration in Pennsylvania and did not consistently maintain liability insurance, according to the Attorney General’s office. The business also cycled through names — JC Home Repair, JC Home Improvement, JC Construction and JC Home and Construction — a churn that can make it difficult for consumers to track complaint histories.
State Seeks Restitution And Injunction
Sunday is asking the court for restitution for impacted customers and an injunction that would bar Caldwell and his company from operating a home improvement business in Pennsylvania.
The Attorney General’s office is urging Pennsylvania residents who believe they were affected by the company’s “business practices” to file a complaint online, via email or by calling 1-800-441-2555.
